What is it?

The rail cost indices are series of accounting indices typically used for compliance in the railroad industry.  The data is indexed to 100 in 1977 for both the annual and quarterly data. The data covers the United States, Eastern United States (east of the Mississippi River) and Western United States (west of the Mississippi River).

What does it tell me?

The rail cost indices are all pieces to the function of cost to ship by rail. Class I railroads and a few shortline railroads built out this index to the Surface Transportation Board as a way to demonstrate where costs to ship are derived from. Additionally, this data acts as protection from most attempts at lawsuits, or rate cases, regarding charges to the shipper. It shows how the components of the shipping price changed over time from the 1977 values.
